The complex is set to become home to around 260 retail stores with a single level for entertainment and stores on the first and second levels of the new expansion.

Its major target market includes tourists, university students, regional residents and Eastern Canadians. It is set to attract 29 million visitors annually, which will place it in second place in the most visited list.

The Carousel Center was to be built in downtown Syracuse during 1984, on an old restaurant site. Robert Congel changed his mind and focused on an eyesore in the community. The ugly scrap yard and oil tank farm is the site Mr Congel chose to build this complex.
