Magistral

Magistral opened in 2000 in Tallinn’s Mustamäe district at Sõpruse pst 201/203, and Finnish REIT Citycon acquired the property in 2007, folding it into a portfolio that also includes Kristiine Keskus elsewhere in Tallinn. Rather than expanding Magistral to compete with Tallinn’s largest malls, Citycon’s approach has been to keep the property scaled to its specific Mustamäe catchment: a September 2011 to May 2012 renovation, costing €6.5 million, added 3,000 sqm and a rooftop parking deck, but management was explicit at reopening that the goal was daily-needs convenience for Mustamäe residents, not competing with Rocca al Mare, Ülemiste or Kristiine.

Rimi anchors the largest single retail footprint in the center, with roughly 65 to 70 stores and service outlets filling out the rest, including Douglas for beauty, a BENU pharmacy and a Humana secondhand store. The renovation increased tenant count from 55 to 65 while keeping the format compact rather than converting Magistral into a full regional mall.

Annual visitor targets rose from 3.3 million before the renovation to a stated goal of 4 million afterward, alongside parking capacity that grew from 160 to 224 spaces including the new rooftop deck. A ground-floor atrium hosts small concerts and performances, and the center has an active partnership with the Mustamäe cultural center Kaja.

That deliberately local positioning, reinforced by Citycon’s own statements at the time of the 2012 reopening, has kept Magistral functioning as Mustamäe’s neighborhood mall rather than pushing it to compete regionally, a strategic choice distinct from how Citycon has positioned some of its other Baltic properties.
