SM City Consolacion carries a Government Services Express counter on its second level near Ace Hardware, where SSS, PhilHealth, Pag-IBIG and PhilPost share one desk, reported by Sun.Star Cebu and Cebu Daily News in May 2018. Government services add scheduled weekday utility traffic to the retail catchment.
The building dates to 1 June 2012, SM Prime’s 43rd mall and its second in Cebu province, opening nineteen years after SM City Cebu and about 11 kilometres from it, on Rizal Avenue in Barangay Lamac. At opening, it carried 106,857 square meters of floor area with 57,842 leasable and 89 percent of that committed, four digital cinemas seating 1,488, and a food court seating about 700. The cinema block was the first of its kind outside Cebu City. SM Prime reports a gross floor area of about 101,000 square meters as of December 31, 2025.
Two changes to the competitive map followed. Parkmall, in the Mandaue reclamation area and owned by Golden Great Value Properties, positions on value and states openly that it does not target the large mall developers. SM City J Mall then opened in Mandaue on 25 October 2024, adding a newer SM property between northern Cebu and the Cebu City core.
Devices dominate the tenant list, with 18 active technology brands including Samsung, OPPO, vivo, HUAWEI, realme, HONOR and TECNO. Apparel is shorter, at Bench, Penshoppe, Surplus, ForMe and JAG, while the jewellery line is unusually local, with Oro China, Gold Creation Jewelry Center, Unisilver and Watch Republic beside it. Jollibee, KFC, Chowking, Greenwich, Shakey’s, Mang Inasal and Starbucks cover the food, and The SM Store, SM Supermarket, SM Appliance Center, Ace Hardware, Watsons and National Book Store sit in the large-format space. The resulting roster is deeper in devices, services and food than in national fashion, giving the centre a strongly convenience-led inline profile.
