Bailian opened China’s first open-air outlet beside the Zhaoxiang exit of the Huqingping Expressway in 2006, and on September 21, 2026 it opened the second phase of Qingpu Bailian Outlets Plaza (青浦百联奥特莱斯广场). Phase 1 built its record on discounted international brands: Bailian reports 6.3 billion yuan in 2025 sales and says the property has ranked first in China by single-outlet sales for fourteen consecutive years. Phase 2 follows a different brief, which Bailian describes as a shift from a conventional discount destination toward a one-day micro-vacation destination.
The two phases sit on either side of the Xintongbo River. A 130-meter elevated walkway runs from the B10 plaza of phase 1 into phase 2, alongside a new road bridge. The combined complex now exceeds 200,000 square meters of total built area and carries more than 500 brands, with over 3,000 parking spaces after phase 2 added about 1,500. Phase 1 keeps the California-town streetscape it opened with; phase 2 is themed as a Jiangnan water town, with two internal streets and a continuous riverside walkway.
Phase 2 widens the tenant mix beyond apparel. It adds three categories phase 1 did not carry: digital and home appliances, Chinese designer labels such as NEIWAI and NICE RICE, and pet lifestyle retail. Bailian counts 27 global, national or Shanghai outlet firsts and reported about 90% occupancy at opening, with some units held back for later brand rotation. Snow Peak opened a global experience center, and Mammut moved from phase 1 into a larger unit the brand calls its national outlet flagship.
Bailian says 46% of visitors come from surrounding cities in the Yangtze River Delta, and annual footfall exceeds ten million. The site sits at the Zhaoxiang exit of the G50 expressway, and Metro Line 17 serves it through Jiasong Middle Road station. International visitors are a measurable and growing share of the trade: tax-refund sales passed 50 million yuan in 2025, up 90% on the year, and the complex offers multilingual services and refund-upon-purchase for overseas shoppers.
The expansion lands as Shanghai’s outlet supply grows. Florentia Village began a 59,000-square-meter third phase in 2025, and Sasseur has outlet projects under construction in Minhang and Jiading. Bailian is broadening the proposition beyond discount shopping: lifestyle and dining make up about 30% of phase 2, the riverside is laid out for leisure rather than circulation, and an opening-season cultural program built around the Song poet Su Dongpo runs across both phases.
