Constructed on farm land in 1965, the mall’s first twenty-one stores opened to the public in 1966. Anchors included: Sears and Miller & Rhoads. The mall also featured a Woolworth dime store near the middle.
In 1981, an expansion added Rices Nachmans as a third anchor store. In 1986, the mall got an Allentown, Pennsylvania-based Hess’s.
In 1990, the former Miller & Rhoads space was replaced with Atlanta- based Uptons. Hess’s sold its Hampton Roads area stores to Proffitt’s who subsequently, sold all of its area stores to Dillard’s in 1998. Stein Mart was also added as an anchor in the mid-1990s.
By the mid-1990s, Pembroke Mall tenants were going to newer and larger malls.
In 2003, a mall-wide redevelopment added floor tiles. Several restaurants opened on the periphery. A Kohl’s relocated to the former Upton’s. A food court was added in the southern wing. National chain tenants: Pacific Sunwear and Hot Topic took up residence as well as freight Liquidators, and a local furniture store, in the former Dillard’s space.
In 2006, most of the north wing was demolished. The movie theater closed in 2011, the space taken to build a new Target store. The food court was razed in 2012.
