Mall of Europe is the planned super-regional retail and entertainment centre at the heart of the NEO mixed-use master-plan on the Heysel plateau in northern Brussels, representing approximately EUR 550 million in retail investment within the broader NEO development. The 110,000-sqm centre is positioned to combine large-format fashion, dining, family entertainment, and cultural programming alongside the broader NEO programme that integrates housing, offices, hotels, the Brussels Expo, and the Atomium tourist landmark within a coordinated urban regeneration project.
The intended format combines premium and accessible-luxury fashion with extensive dining, family entertainment, and a substantial cultural and leisure component including a 9,000-sqm Dining Experience cluster of approximately 30 restaurants, a 4,000-seat multiplex cinema positioned to be the largest in Belgium, the first indoor Spirouland in the world, and a 15,000-sqm leisure centre that distinguishes the project from conventional Brussels suburban super-regionals. The tenant strategy targets the international flagship category that no current Brussels retail asset reaches at scale.
The catchment combines the Brussels metropolitan demographic with substantial cross-border traffic from the Flemish, Wallonian, and southern Dutch communities that the E40 Brussels ring road and the Heysel exit historically channel into the area. The Brussels Expo conference traffic, the Atomium tourist visitor flow, and the King Baudouin Stadium event programming provide structural demand layers that conventional retail catchments cannot replicate.
Mall of Europe is being developed by the NEO consortium led by Unibail-Rodamco-Westfield in partnership with the Brussels-Capital Region municipality, with the project targeting BREEAM Excellent certification. The development has faced multiple delays and planning challenges across the past decade, with the asset’s eventual opening positioned to mark the most significant Brussels retail development in the post-2000 era when the project completes.
